Empress of Civilization

Rule a kingdom

Empress of Civilization is a PC strategy game about ruling a kingdom in a historical era. You build cities and townships, add infrastructure, set policies and strategies, and manage the state’s economy as you work to bring your civilization to glory.

Government and power

You choose a government and decide who becomes head of state. You also develop a national identity and set your own rules. Holding onto power means dealing with coups and rebellions, as well as managing officials and other people at court.
