Ever Closer Union is a PC political strategy game about serving as President of the European Commission for a five-year term. Each quarter, you make decisions to meet your Personal Mandate while trying to unite the 27 EU member states, whose governments can disagree on policy.

Laws and agendas

You direct investment across seven real EU policy areas, called Agendas. All progress each turn, but focusing on one helps fulfil your mandate and costs influence. Agendas include laws you can propose to the Council. Political groups and national governments may support or oppose each law, and it needs a majority to pass. You choose which proposals to debate and can make side deals with governments to win their support.
