The Shadow Government Simulator: Prologue

A turn-based infiltration strategy game

The Shadow Government Simulator: Prologue is a free PC prologue to a turn-based strategy game. You lead a shadow organization seeking global domination through bribery, intimidation, seduction and other means. In each nation, you start with a headquarters and little information, then work to infiltrate the country’s networks of power.

Your actions affect how visible the organization becomes. A larger network gives you more reach, but also draws attention from countries and rival organizations. You’ll need to decide how to build and manage your connections while keeping your organization out of sight.
