Galactic Civilizations IV: Federations & Empires

Government overhaul

Galactic Civilizations IV: Federations & Empires is a PC expansion for Galactic Civilizations IV: Supernova that adds four forms of government, each with its own interface, resources, ships, and political mechanics. You choose how to govern and manage a different set of systems and demands under each form.

An Oligarchy divides power among three Councilors responsible for Commerce, Industry, and Governance. You make investments, manage equities, and use political favors. A Technocracy replaces policies with an Optimization Grid: run simulations to preview outcomes, build optimizers, and send them to worlds to carry out instructions. Under an Empire, Imperial Decrees scale with the size of your domain, while you manage vassals, rebellions, and resources drawn from them. A Federation asks you to build consensus with your worlds, which can become partner worlds.
