ペンギンたちは気づかない

The hidden operation

ペンギンたちは気づかない is a mastermind simulation for PC set on a fictional island nation where penguins live in peace. You’re secretly sent in from abroad to dismantle the country without its citizens realizing what’s happening. Over an 80-year story, you influence leaders and change laws to weaken the nation from within.

Laws and public opinion

Laws affect eight sectors: food, education, media, the economy, labor, defense, public voice, and foundations. A single law can look minor, but stacking laws can trigger stronger effects, making long-term planning central to the strategy. You also choose how to frame unpopular laws, such as presenting them alongside common-sense measures or burying them in complexity.
