New Rule

Président with changing rules

New Rule is a PC card game built around Président, also known as President or Scum. Play cards to beat the last play and be the first to empty your hand. A revolution can turn the strengths of the cards upside down, changing what beats what.

A game doesn’t end with the round. Afterward, the table votes on a twist: three are drawn from a pool of thirteen, and everyone picks one. The winning twist joins the rules for later games, up to seven active at once. When a new rule comes in at that limit, it takes the place of another. The result is a set of house rules that builds and changes from game to game.
